1. not only ～ but also ～とは
not only A but also B（AだけではなくBも）は、多分、中学で習った構文です。口語ではこの表現はあまり使われません。基本的には、「どちらも～である」という表現ですので、話し言葉では、「AもBも～である」という様な表現になると思います。
Ted can speak English and Japanese.（テッドは英語と日本語を話すことができる）でなく、Ted can speak not only English but also Japanese.の「英語ばかりでなく日本語も話すことができる」というような、あえて回りくどい言い方をして、but also以下を強調し、「テッドは日本語も話せるんだよ。」という、最も相手に伝えたいことを文章の後ろの方に置く、いわゆる倒置の表現を使って強調しています。
not only A but alsoには、いろいろなバリエーションがあります。まずは、簡単な文章で確認してみましょう。
（前半部のnot onlyが省略されたり、後半部のbut (also)が省略されたりする場合があります。）
以下に作成した例文のように、基本的には、Aが名詞ならBも名詞、形容詞なら形容詞、句/節の場合なら句/節が入ります。AとBの部分には文法的に「同等・対等」なものが入ります。
例文
He is not only shy but also bashful.（彼は内気であるばかりでなく恥ずかしがりやだ。）
He keeps not only a cat, but also a dog.（彼は猫だけでなく犬も飼っている。）
That’s not only big, but also heavy.（それは大きいだけでなく重い。）
Not only you but also me can benefit from the service.（きみだけでなく私もそのサービスから利益を得られる。）
He not only arrived late but also forgot to bring his books.（彼は遅れてきただけでなく、本を持ってくるのを忘れた。）
Traveling in Tohoku is interesting not only in summer but also in winter.（東北を旅することは夏だけでなく冬も面白い。）
Workers shall, not only observe matters necessary for preventing industrial accidents, but also endeavor to cooperate in the measures pertaining to prevention of industrial accidents conducted by employers or other said parties.（労働者は、労働災害を防止するため必要な事項を守るほか、事業者その他の関係者が実施する労働災害の防止に関する措置に協力するように努めなければならない。）（労働安全衛生法）
2. 英文契約書での用例
not only ～ but also ～ の構文は、英文契約書でも使用されることがあります。英文契約書で用例については、以下に例文を作成しました。
Party A shall endeavor not only to avoid falling short of the standards specified by the specifications but also to further improve the level of its standards.（大学は、基準より低下した状態にならないようにすることはもとより、その水準の向上を図ることに努めなければならない。）
In the sending of the document prescribed in this Agreement, not only the original, but also a copy of the document is acceptable considering any other circumstances.（本契約に規定する文書の送付は、原本のほか、その他の事情を考慮して、文書のコピーも認めることができる。）
Employees shall, not only observe matters necessary for preventing industrial accidents, but also endeavor to cooperate in the measures pertaining to prevention of industrial accidents conducted by this company.（従業員は、労働災害を防止するため必要な事項を守るほか、本会社が実施する労働災害の防止に関する措置に協力するように努めなければならない。）
上記の例文は、以下の様に書き換えられます。
Employees shall observe matters necessary for preventing industrial accidents and endeavor to cooperate in the measures pertaining to prevention of industrial accidents conducted by this company.
